Codema was set up as a not-for-profit limited company by Dublin City Council in 1997 and is the energy agency for the 4 Dublin Local Authorities (DLAs) of Dublin City Council, Dún Laoghaire-Rathdown, Fingal and South Dublin County Councils.
Our primary role is to support these local authorities in their own sustainable energy use. A second role is engaging with EU and national funded energy programmes to bring innovation to the Dublin region. A third and increasingly important role is to increase and improve energy awareness and engagement among the citizens and energy stakeholders in Dublin.
Over the years, these three strands have become increasingly intertwined and integrated into a comprehensive local and regional service for energy and climate change. Codema helps the DLAs monitor and achieve their public sector energy efficiency targets.
This is achieved by producing annual energy reviews which highlight the total amount of energy the council consumed, the Significant Energy Users (SEUs) and makes specific energy saving recommendations towards achieving the public sector targets.
At least five EPC projects have been identified across all four DLAs, all of which will contribute greatly towards achieving these targets. Codema has significant experience in delivering European and national funding projects. The most relevant for this application being the EESI2020 (IEE programme) and GuarantEE (H2020 programme) which have helped advance the DLA EPC projects mentioned above. Codema has a team of 31 staff with qualifications and experience in the areas of Engineering, Sustainable Development, Sustainable Infrastructure, Architecture, Communications, Engagement, Marketing, Project Management and Financial Administration. This allows the team to deliver its key services of Energy Monitoring & Management, Energy Awareness, Communication and Engagement, Energy Policy & Planning, Project Management and Match Funding.
Role in EasyPro
Codema serves as the Leader of WP4 – Tendering of the EasyPro project. Codema will be responsible for leading the establishment of a framework of ESCOs for the delivery of EPC contracts, encouraging and facilitating the development of the EPC market, selecting contractors to deliver energy efficiency projects using a competitive dialogue process and ensuring that successful contractors are chosen by the end of the project.
